Convicted electric-meter tamperer arrested, to serve out court sentence

A person convicted of violation of RA 7832 was recently jailed after his appeal from a judgment of conviction was denied with finality by the court of appeals.

Police operatives staked out the convicted electricity pilferer’s home in Brgy. Talomo Beach, Davao City after he failed to surrender to the court despite the dismissal of his appeal. On the afternoon of June 15, 2022, Romeo O. Elisan, Jr. was arrested by virtue of a warrant of arrest issued by Judge Emmanuel Carpio of the Regional Trial Court Branch 16, Davao City.

He will serve sentence for violation of RA 7832 or the Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994 commonly known as the Anti-Pilferage Act.

Elisan was caught red-handed by a police team in an entrapment operation formed by police and Davao Light. He was tampering with an electric meter with the intention of lowering the electricity consumption of a certain individual. He was unaware that the person he transacted with was an undercover operative and his tampering activities were recorded on video.

Davao Light warns the public that electric pilferage is a crime punishable by law. Those found guilty will face imprisonment and will pay fines and surcharges.

"We do not condone electricity pilferage. It is a danger to public safety as it can cause electrocution or fire incidents," Davao Light President and COO Rodger S. Velasco said.

Elisan, who is now incarcerated at Davao City Jail Maa, will face imprisonment of up to a maximum term of 8 years.
